REQUEST FOR CONSULTATIONS UNDER ARTICLE 12.3
OF THE AGREEMENT ON SAFEGUARDS

The following communication, dated and received on 11 July 2025, is being circulated at the request of the delegation of the United Kingdom.

On 27 May 2025, Türkiye notified the WTO Committee on Safeguards under Articles 9 and 12.1 of the WTO Agreement on Safeguards of its decision to apply a definitive measure on imports of ethyl acetate from 22 June 2025.[1]

The United Kingdom requests consultations with Türkiye pursuant to Article 12.3 of the WTO Agreement on Safeguards as soon as possible, as a Member having a substantial interest as an exporter of the product concerned.

The aim of the consultations is, inter alia, to exchange views and seek clarification regarding the measure and reaching an understanding on ways to achieve the objectives set out in Article 8.1 of the WTO Agreement on Safeguards.

The United Kingdom requests that the consultations be held as soon as possible and looks forward to a positive response by Türkiye in order to set a mutually convenient date and venue for these consultations.

The United Kingdom reserves all rights under the WTO Agreements.
