SUBSIDIES
REPLIES TO QUESTIONS
POSED BY THE EUROPEAN UNION[1] REGARDING
THE NEW AND FULL SUBSIDY NOTIFICATION OF INDIA[2]
The
following communication, dated and received on 28 April 2025, is being
circulated at the request of the delegation of India.

The EU
thanks India for its notification _G/SCM/N/401/IND
circulated on 31 October 2024.
The EU
would request India to provide further information on the following subsidy
program not included in its notification.
The
official website[3] of
the Department of Fisheries, Ministry of Fisheries,
Animal Husbandry and Dairying, describes the following measure:
"The
Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying,
Government of India is implementing Pradhan Mantri Matsya Sampada Yojana – A
scheme to bring about Blue Revolution through sustainable and responsible
development of fisheries sector in India at an estimated investment of Rs.
20050 crores for holistic development of fisheries sector including welfare of
fishers. PMMSY is being implemented in all the States and Union Territories for
a period of 5 years from FY 2020-21 to FY 2024-25. …"
The
Pradhan Mantri Matsya Sampada Yojana (PMMSY) appears to be subsidy measure.
Therefore, the EU request that India to provide more information on this
programme and add it to the subsidy notification.

please provide information about the PMMSY?

confirm the total planned allocation is Rs. 20050 crores (about 2.67 Billion
USD) for a period of 5 years from FY 2020-21 to FY 2024-25?

please provide information on the annual allocated amount under PMMSY?
Question 4
Could India
please provide information if it supports fishing vessels (such as deep-sea
fishing vessel) construction, acquisition or modernisation?

Does India provide other subsidies to
the fisheries sector apart from the PMMSY?
Response to Question 1 to 5:
India will be providing information on
notifiable subsidies for fishing or fishing related activities in accordance
with the relevant WTO provisions in due course.
