Measure:

 

Amendments to Commercial Satellite Communication Frequency Management Regulations in response to the "Radio Frequency Supply Plan" for newly added Commercial Satellite Communication Frequency Bands

 

Description:

 

To support the development of next-generation satellite communication service and related industry, the Ministry of Digital Affairs has revised "Radio Frequency Supply Plan" to open seven Mobile Satellite Service (MSS) frequency bands and expand the number of Fixed Satellite Service (FSS) bands to twelve. This amendment aims to enhance the willingness of internationally mature satellite system operators and their related equipment to enter the domestic market, and also to promote the development of domestic satellite services and industries, creating the greatest welfare for all citizens. In conjunction with these new frequency allocations, a series of regulatory amendments have been enacted:


 

I._         Standards for the Usage Fees of Radio Frequency:

The "Standards for the Usage Fees of Radio Frequency" were amended on Supplementary 4 of Article 2 by the Ministry of Digital Affairs Order on 16 June 2025.

II._       Matters Concerning Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Fixed-Satellite Service:

The "Matters Concerning Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Fixed-Satellite Service" were amended, and the Matters were renamed as "Matters Concerning Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Satellite Communication" by the Ministry of Digital Affairs Announcement on 16 June 2025, effective the same day.

III._     Operation Directions for Reviewing Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Satellite Communication:

The "Operation Directions for Reviewing Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Fixed-Satellite Service" were revised, and the Directions were renamed as "Operation Directions for Reviewing Applications of Telecommunications Enterprises for the Assignment of Radio Frequency for Satellite Communication" by the Ministry of Digital Affairs Order on 19 June 2025, effective the same day.

IV._      Fee-charging Standards for the Application for Radio Frequency Allocation Review by Telecommunications Enterprises:

The "Fee-charging Standards for the Application for Radio Frequency Allocation Review by Telecommunications Enterprises" were amended by the Ministry of Digital Affairs Order on 27 June 2025.
