4  AGENCY RESPONSIBLE FOR ENFORCEMENT OF THE MEASURE:

Anti-Red Tape Authority (ARTA) and relevant Administrative Agencies

5  DESCRIPTION OF THE MEASURE:

Republic Act No. 11032 of 2018 or the "Ease of Doing Business and Efficient Government Services Delivery Act of 2018" and its Implementing Rules and Regulations (IRR) amends the Anti-Red Tape Act of 2007. The law provides, inter alia, for the following: 1) streamlined procedures and standard processing time for government transactions; 2) creation of a business one stop shop (BOSS) as a single access point for LGUs; 3) creation of a central business portal for all business-related information and transactions; 4) zero contact policy in dealing with transactions; 5) improved regulatory management and increased quality of regulations through regulatory reviews and regulatory impact assessments; and, 6) strengthened redress and accountability mechanisms. The law applies to all government offices and agencies including local government units, government-owned or -controlled corporations and other government instrumentalities, whether located in the Philippines or abroad, that provide services covering business and nonbusiness related transactions.
