Communication from Qatar

The following communication, dated 25 October 2016, is being circulated at the request of the Delegation of Qatar.

1.      (a)    Does your Government have mandatory technical requirements for electromagnetic interference of Information Technology equipment? If so, please identify.

 

Communications Regulatory Authority (CRA) in Qatar is the responsible body for regulating the Telecommunications and Information Technology sector, Postal sector, access to digital media and Spectrum.

 

The Type Approval Policy for RTTE, issued in accordance with Decree Law No. (34) of 2006 on the promulgation of the Telecommunications Law, regulates the equipment's EMC compliance with applicable international standards and requirements, for all the RTTE devices to be imported or to be used in the state of Qatar. This Policy elaborates the Type Approval Regime applicable in Qatar.

 

          (b)    Are these requirements harmonized with CISPR 22? If not, please explain the current requirements.

 

Yes, for IT products, the Type Approval regime requires the compliance with CISPR 22 or EN 55022. EN 55022 is the European harmonized standard and is identical to CISPR 22.

 

2.      (a)    Does your government have mandatory technical requirements for electromagnetic immunity of Information Technology equipment? If so, please identify.

 

Yes, the CRA requires the compliance with EMI requirements, as explained above.

 

          (b)    Are these requirements harmonized with CISPR 24? If not, please explain the current requirements.

 

Yes, for IT products, the Type Approval regime requires the compliance with CISPR 24 or EN 55022. EN 55022 is the European harmonized standard and is identical to CISPR 24.

 

3.      (a)    What conformity assessment procedure for electromagnetic compatibility (EMC/EMI), which includes both interference and immunity, does your government require for approval of information technology products?

 

The conformity assessment procedure is described in the RTTE Guidelines. The CRA makes documentary checks to determine the required declaration of conformity, in accordance with recognized accredited international and national standards making bodies and agencies, as approved by the CRA. The details of approved standards/bodies is available on CRA website.

 

          (b)    May suppliers perform these procedures (e.g. testing, declaration of conformity), or must third parties perform these procedures?

 

Supplier's or manufacturer's Declaration of Conformity, and/or accompanying test reports from recognized Testing Laboratories is the procedure applicable.

 

CRA accept the results performed by one of accredited testing and measurement bodies or agencies, officially recognized by the Authority, which is available on CRA website.

 

          (c)    What international guidelines or standards, if any, are those procedures based on? If not, what guidelines or standards are they based on?

 

Since the conformity assessment procedure is Declaration of Conformity, the DoC must be in accordance with ISO/IEC standard.

 

4.      Has your regulatory authority received any complaint or had any problems regarding the EMC/EMI aspects of the approved information technology products? If yes, how frequent? And please identify the nature of the complaint/problem.

 

Currently the statistics on complaints about EMC/EMI aspects of information technology products do not exist.
