The EU is submitting a complete notification that differ from the previous one as follows:

1) Modification of previously notified restrictions:

- Measure 3: better definition of its scope.

- Measure 4: restriction of trade in certain animal and plant species (CITES): detailed tariff lines have been added in column 3.

- Measure 9: removal of Belize from the list of non-cooperating third countries in fighting IUU fishing (2014/914/EU: Council Implementing Decision of 15 December 2014 amending Implementing Decision 2014/170/EU establishing a list of non-cooperating third countries in fighting IUU fishing pursuant to Regulation (EC) No 1005/2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing as regards Belize.

2) Newly notified existing measure:

- Measure No 5 concerning the prohibition of trading certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment. This measure was not included in the previous notifications, although it is not a new measure.

3) Deletion of the measures linked to sanctions, taking into account the predominant practice followed by WTO Members.

6	Import/export of waste restrictions. The measures in place establish the procedures and control regimes for the shipment of waste, depending on the origin, destination and route of the shipment, the type of waste shipped and the type of treatment to be applied to the waste at its destination. In certain specific circumstances the import/export of waste is restricted. Notably: 1) a prohibition on exports to third countries of waste intended for disposal (except to EFTA countries which are party to the Basel Convention), as well as on exports of hazardous waste intended for recovery, except those directed to countries to which OECD Decision applies (the OECD Decision concerns the control of trans-boundary movements of wastes destined for recovery operations). 2) a prohibition on imports from third countries of waste intended for disposal or recovery, except from countries to which the above OECD Decision applies, third countries which are party to the Basel Convention, countries which have concluded a bilateral agreement with the EU or MSs, or other areas during situations of crisis.
