In accordance with paragraph 4.2 of the Nairobi Ministerial Decision on preferential rules of origin for LDCs (WT/L/917), Japan hereby submits a brief update on its full implementation of the provisions of the Decision.

Japan has been committed to the sustainable development in LDC members through the international trade, and fully implements the commitments of Duty Free Quota Free in the Annex F of the Hong Kong Declaration in 2005.  Japan is fully aware and agrees that preferential rules of origin are an important component of preferential market access for LDCs.

One recent illustration of Japan's commitment to the goal of liberal rules of origin and greater utilization of preferences by the LDCs is the new rules for apparel and clothing of HS Chapter 61.  Japan relaxed the preferential rules of origin in apparel and clothing accessories, knitted and crocheted in April 2015, responding to the request from LDCs.  This amendment contributes to providing significant benefit to LDCs, such as approximately 50% increase of knitted cloth import amount from LDCs in FY 2015, compared to FY 2014. 

In addition, as the Nairobi Ministerial Decision invites preference granting members including Japan to remain open to consider requests from LDCs, Japan is prepared to conduct a detailed examination of the Ministerial Decision and its various provisions.

Japan will make sure that LDC delegations and the CRO would be kept informed of any new developments.
