The following communication,
received on 4 July 2014, is being circulated at the request of the International
Plant Protection Convention secretariat (IPPC).

1 IPPC Capacity Development Committee (CDC)
1.1. The
Seventh Session of the Commission on Phytosanitary Measures (CPM-7, 2012)
established the IPPC Capacity Development Committee (CDC) as a technical
structure to provide oversight and contribute to the delivery of the IPPC
Strategic Objective of developing National Phytosanitary Capacity of its
members.
1.2. In
establishing the CDC, the CPM also decided that after two years (at CPM-9 in 2014) the CPM would review the function
of the CDC including deciding whether to establish a subsidiary body.
1.3. The
CPM-9 (2014) adopted that the review of the CDC will be presented to CPM-10
(2015) instead of CPM-9 so that evaluation period will cover the full initial
two-year period of CDC activities, with the CDC continuing its activities in
the meantime.
1.4. At
the fourth CDC meeting in June 2014, the IPPC Secretary explained the agreed
Term of Reference for the CDC review, in which an external volunteer team would
contact the review. As a first step of the review, interview was conducted with
each CDC member during the meeting. Due to the unavailability of the review
team, the interview was conducted by the IPPC Secretary based on the
questionnaire developed by the review team and the results were reported to the
team. The final report developed by the team will be presented to the Bureau
meeting in October 2014 for discussions.
1.5. During
the fourth meeting, the CDC reviewed ongoing and future capacity development
activities and updated CDC operational task list. The report is posted on the

1.6. The
fifth CDC meeting is planned for 1-5 December 2014 in Rome, Italy.
2 Technical resources and other information for technical assistance
2.1. The
phytosanitary technical resources web page (http://www.phytosanitary.info) has
the objective to be used as an information platform for technical resources to
support the implementation of the IPPC and its standards. The page includes
various categories of phytosanitary resources and tools (advocacy, diagnostic
protocols, guides, manuals, pest information, photos, standard operating
procedures, videos, etc).
2.2. The
IPPC Secretariat had worked for the improvement of the structure and layout of
the web page and new layout page was re-launched in March 2014, including the
virtual tool on CPM preparation and the Pest Risk Analysis Awareness Raising
materials.
2.3. The
new materials such as Market access manual, Transit manual and dielectric
heating treatment factsheet that were developed under the auspice of the IPPC
Secretariat under the direction of the CDC have been posted on the web page.
The other materials in development will be made available in the near future.
2.4. NPPOs
and RPPOs are encouraged to use and provide feedback on these materials as well
as to consider opportunities to collaborate on future development, translation
and printing of these materials through the financial contributions and the
incorporation of these materials into the project activities.
2.5. The
web page invites NPPOs and RPPOs to review and add information from their
regions to the Global Capacity Development Projects and Activities databases.
The e-learning course on Pest Risk Analysis is available in English and Spanish
for participants to sign up and enroll in through the phytosanitary technical
resources web page (http://elearning.phytosanitary.info/).
2.6. The
IPPC Secretariat launched the Roster of Consultants in April 2013. This tool
consolidates self-nominated experts with competencies relevant to developing
phytosanitary capacity. This includes expertise in technical areas (such as
pest risk analysis, surveillance, and phytosanitary treatments) and managerial
functions (such as establishment and management of national plant protection
organizations). The Roster of Consultants is available through the
phytosanitary technical resources web page (http://consultants.phytosanitary.info/).
A disclaimer in the Roster of Consultants explains that inclusion in the Roster
of Consultants does not indicate any endorsement or support by the Secretariat
of the International Plant Protection Convention or its contracting parties.
2.7. The
IPPC Secretariat has issued an open call for technical resources on plant
health. This call for existing technical resources is ongoing (http://phytosanitary.info/about).
Anyone in the world can share the materials that may assist the implementation
of the IPPC and its standards and can access the available resource through the
web page. The IPPC Secretariat encourages contributions in any languages from
anyone in the world working in the field of plant health.
3 Regional IPPC workshops
3.1. The
IPPC has supported and attended the Regional IPPC workshops to review draft
International Standards for Phytosanitary Measures (ISPMs) since 2000, with
seven workshops per year for the past five years, covering all regions except
Western Europe and North America.
3.2. The
workshops now address a broader range of IPPC-related issues in addition to
disucss and prepare the comments on draft ISPMs. This was reported to CPM-8 and
was reflected in the new, more inclusive name (Regional IPPC workshops) for the
workshops. These Regional IPPC workshops are being planned in cooperation with
a range of regional partners, and some with EU funding.
