Description of content:

·                The proposed amendment extends the application range of cosmetics from "skin and hair" to "skin, hair, teeth, and mucous membranes of the oral cavity" in order to follow with international harmonization.

·                The range of functional cosmetics, which is currently established by "the (Cosmetics) Act", will be changed so that it is established by "the Presidential Decree". This is to address consumers' and the cosmetic sector's demand and to facilitate the development of new functional cosmetic products.

·                Clarifies periodic education/training programs for manufacturers and distributors to secure safety and quality management of cosmetics.

·                This amendment aims to contribute to consumer protection and prevent the distribution of hazardous cosmetics by adding the act of "introducing/giving away hazardous cosmetics" to prohibited sales acts.

·                Newly establishes a regulation that will require information on property of delinquent tax payers (those with penalty surcharges).

·                Exempts examinations for functional cosmetics intended for export.
