The following communication was sent by the Chairman of the Committee on Rules of Origin on 24 June 1998 to the Chairman of the Technical Committee on Rules of Origin, as agreed by the Committee on Rules of Origin at its meeting on 19 June 1998.

" The Committee on Rules of Origin met on 19 June 1998. It requested me to convey to you the following views:
1. the CRO concluded that the work in connection with the Harmonization Work Programme as set out in Part IV of the Agreement, and identified in Articles 9.2(c) and 9.3 of the Agreement, could not be completed within the three-year period foreseen in Article 9.2(a) of the Agreement;
