Communication from the Appellate Body
The following communication, dated 8 April 2004, from the Chairman of the Appellate Body, addressed to the Chairperson of the Dispute Settlement Body, is circulated in accordance with Article 17.9 of the Understanding on Rules and Procedures Governing the Settlement of Disputes.

First, may I congratulate you on your appointment as Chair of the Dispute Settlement Body.
I write at the request of, and on behalf of, all seven Appellate Body Members. As you know, the principle of collegiality, in general, and Rule 4(1) of the Working Procedures for Appellate Review (the "Working Procedures"), in particular, direct Appellate Body Members to "convene on a regular basis to discuss matters of policy, practice and procedure."
