The Concurrent Trade Defence Investigations 1982-2013: The Changing Pattern and Characteristics

Anti-dumping (AD) and countervailing duty (CVD) measures are common trade defence instruments that enjoy the special political status of being permitted by the WTO. The AD measure is more frequently used by WTO Members against foreign enterprises' dumping behaviour while the CVD measure is more policy concerned and less used by WTO Members. However, there has been a proliferation of WTO Members launching AD and CVD investigations simultaneously against the same set of products from the same country, especially targeting some non-market economies. This article is one of the first attempts to investigate the proliferation of concurrent AD and CVD investigations by adopting the large sample data during the period from 1982 to 2013, trying to shed light on the global and country use of concurrent AD and CVD investigations and address some striking findings.
