Description: Oregon Department of Environmental
Quality (DEQ) Rulemaking: Climate Protection Program to propose temporary rule
at the 13 March 2025, Environmental
Quality Commission (EQC) Meeting.
On 16 November 2024, the Environmental Quality Commission
adopted rules to establish the Climate Protection Program in Oregon, as OAR Chapter 340, Division
273.
The Climate Protection Program sets an enforceable declining
cap on greenhouse gas emissions from fossil fuels used throughout Oregon,
including diesel, gasoline, and natural gas. The program is designed to reduce
these emissions by 50% by 2035 and 90% by 2050.
In addition to significantly reducing climate pollution, the
program:
• Supports reductions in other types of air pollution.
• Improves public health in Oregon communities, particularly
environmental justice communities most impacted by pollution and climate
change.
• Prioritizes equity by promoting benefits and alleviating
burdens for these communities including communities of color, tribal
communities, rural communities, and communities experiencing lower incomes.
• Provides regulated parties with compliance flexibility
options to manage their costs.
• Supports a strong economy.
Temporary rule summary
On 13 March 2025, DEQ will present proposed temporary rules
that clarify the adopted rule language in OAR-340-273-0400. The temporary rule
amendment is needed to implement the correct and intended methodology for
generating additional 2025 compliance instruments. This temporary rule does not
introduce any policy changes.
