Oregon Department of Environmental Quality (DEQ) Climate Protection Program Information Update

https://www.oregon.gov/deq/ghgp/cpp/pages/default.aspx

Description: Oregon Department of Environmental Quality (DEQ) has released informational materials to support the recently adopted Climate Protection Program. Please see Oregon Administrative Rules chapter 340, division 273 for the Climate Protection Program rules.

The Environmental Quality Commission adopted the Climate Protection Program at the Commission's November 2024 meeting, reestablishing a cornerstone program for meeting Oregon's climate goals.

The Climate Protection Program sets an enforceable declining cap on greenhouse gas emissions from fossil fuels used throughout Oregon, including diesel, gasoline, and natural gas. The program is designed to reduce these emissions by 50% by 2035 and 90% by 2050. In addition to significantly reducing climate pollution, the Climate Protection Program:

·_        Supports reductions in other types of air pollution.

·_        Improves public health in Oregon communities, particularly environmental justice communities most impacted by pollution and climate change.

·_        Provides regulated parties with compliance flexibility options.

·_        Supports a strong economy.

·_        Prioritizes equity by promoting benefits and alleviating burdens for environmental justice communities.

Program materials

DEQ has begun posting materials for regulated entities and members of the public on the Climate Protection Program website including:

·_        CPP Overview fact Sheet

·_        CPP 2021 to 2024 Comparison fact Sheet

Additional materials will be posted to the website as they become available.

Program Training

DEQ is developing additional training materials, including online training and Q&A session for covered fuel suppliers. Please make sure to sign up to sign up for program updates.
