Addendum
The following communication, dated 16
November 2023, from the delegation of Indonesia to the Chairperson of
the Dispute Settlement Body, is circulated pursuant to Article 21.6 of the
DSU.

Indonesia provides its status report pursuant
to Article 21.6 of the DSU.
Indonesia submits that it has implemented
rulings and recommendations of the DSB in these disputes by enacting Law No.
6/2023 on the Stipulation of the Government Regulation in lieu of Law No.
2/2022 on Job Creation to address Measure 18 regarding self-sufficiency.
Indonesia also reiterates that it has
adjusted its importation policy to address Measure 1-17 with the enactment of
the Minister of Agriculture (MoA) and Minister of Trade (MoT) Regulations.
Indonesia believes that these adjustments have eliminated the harvest period
restriction, import realization requirement, six-month harvest requirement,
reference price, and domestic purchase requirement so that in line with the
DSB’s rulings and recommendations.
Indonesia acknowledges the concerns raised by
New Zealand and the United States with respect to Indonesia’s import licensing
regime and commodity balance mechanism. Indonesia would like to ensure the
complainants that this mechanism serves as a tool to facilitate trade, provide
ease, and expedite importation through an integrated national database system
without creating additional burdens on imports.
Indonesia wishes to reaffirm its readiness to
continue engaging in discussions with New Zealand and the United States to find
solutions for these disputes and related matters.
