Title: Draft Food (Amendment No. 2) Regulations 2023 and Sale of Food
(Freshly Prepared Nutri-Grade Beverages – Exemption) Order 2023
Description: 1.
From 30 December 2022, Nutri-Grade beverages sold in Singapore in the
pre-packaged form or from non-customisable automated beverage dispensers have
been subjected to labelling requirements and advertising prohibitions.

On 30 June 2023, additional measures will be introduced under the proposed Food
(Amendment No. 2) Regulations 2023 and Sale of Food (Freshly Prepared
Nutri-Grade Beverages – Exemption) Order 2023 ("Amendment legislation"), which will extend the
Nutri-Grade measures to freshly prepared beverages (including those dispensed
from automated beverage dispensers that provide for the customization of
beverages) for sale in specified settings in Singapore. For Nutri-Grade
beverages which are pre-packaged or dispensed from machines, additional
labelling requirements will also be introduced. The additional measures will
come into effect from 30 December 2023.

Singapore's Ministry of Health (MOH) and Health Promotion Board (HPB) had
conducted a public consultation exercise from 23 February 2023 to 24 April 2023
on the proposed Amendment legislation to introduce these additional measures.
MOH and HPB had also notified the draft Amendment legislation to the WTO under
notification G/TBT/N/SGP/69 and invited Members' comments over the same period.

Singapore has carefully considered the comments[1]
received during the notification period and reviewed the Amendment legislation.
Amendments have been made to the notified draft text, as detailed in the
attachment to this addendum.
