Description of content: Proposed rule - In this document, the Federal Communications Commission (FCC) seeks comment on the details of implementing a new leasing model for the 4.9 GHz (4940-4990 MHz) band to achieve its goals of allowing robust locally controlled public safety operations while ensuring consistent, nationwide rules that promote overall spectral efficiency, foster innovation, and drive down equipment costs. This is a summary of Commission's Ninth Further Notice in WP Docket No. 07-100; FCC 23-3, adopted and released on 18 January 2023.
