Addendum
The following communication, dated 17
November 2022, from the delegation of Indonesia to the Chairperson of the
Dispute Settlement Body, is circulated pursuant to Article 21.6 of the
DSU.

Indonesia submits this report
pursuant to Article 21.6 of the Understanding of Rules and Procedures Governing
the Settlement of Disputes (DSU).
Indonesia is
devoting its best effort and fervent commitment to implement the
recommendations and rulings of the DSB in these disputes while fully noting New
Zealand and the United States' concerns in the previous DSB meetings.
Regarding
measure 18, Indonesia has completely removed all Articles in the relevant Laws
with respect to self-sufficiency that were found to be inconsistent with WTO
rules through the enactment of Law No. 11/2020 on Job Creation.
Indonesia has
also implemented recommendations and rulings of the DSB on measures 1-17
through series of significant amendments of the Minister of Agriculture and
Minister of Trade Regulations that removed the disputed measures, inter alia:
harvest period restriction, import realization requirements, six-months harvest
requirement, reference price, and domestic purchase requirement.
On Commodity
Balance, Indonesia conveys that it is aimed to simplify and streamline the
permit process. In its implementation, Commodity Balance mechanism will be
supported by an integrated national database system and conducted in
transparent manner to provide business certainty.
Lastly,
Indonesia commits to engaging with New Zealand and the United States for
addressing those concerns.
