SUMMARY:
The U.S. Department of Energy (DOE) is publishing this final rule to implement
provisions in the Energy Conservation and Production Act (ECPA) that require
DOE to update the baseline Federal energy efficiency performance standards for
the construction of new Federal low-rise residential buildings. This final rule
updates the baseline Federal residential standard to the International Code
Council (ICC) 2021 International Energy Conservation Code (IECC).
DATES:
This rule is effective 6 June 2022.
The
incorporation by reference of certain material listed in this rule was approved
by the Director of the Federal Register as of 6 June 2022. The incorporation by
reference of other material listed in this rule was approved by the Director of
the Federal Register as of 13 March 2017. All Federal agencies shall design new
Federal buildings that are low-rise residential buildings, for which design for
construction began on or after 5 April 2023, using the 2021 IECC as the
baseline standard for 10 CFR part 435.
