Description of content: An Act to provide for the phased elimination of the use and sale of inefficient electrical lamps in Barbados.

·        Part I – Preliminary: Provides definitions of the terms used in the Act

·        Part II – Administration: Provides information on how the Act will be administered with respect to standards and procedures, inspectors, testing, compliance, seizures and warrants.

·        Part III – Electrical Lamps: Provides information on the invoices, labels and packages required for lamps, requirements for the manufacture of lamps, offences and defences.

·        Part IV – Restrictions and Licenses: Outlines the prohibition schedule being implemented, exemptions, exempted electrical lamp importation licences, distribution licences, record of licences and production of licences.

·        Part V – Miscellaneous: Provides information on immunity, schedules and regulations.

·        First Schedule: Lists the items defined as an "appliance" in the Act.

Objective and rationale, including the nature of urgent problems where applicable: The main objective of the phase-out plan for inefficient lighting in Barbados is to contribute towards reducing the cost of energy in Barbados, increasing energy security and mitigating the negative effects of energy consumption on macro economic environment in Barbados. A study conducted on the Sustainable Energy Framework for Barbados estimates that energy efficient lighting could represent about a third of the potential savings of electricity for residential, commercial and public customers. The study also revealed that energy efficient lighting technologies are among the most viable energy efficiency interventions available and also among those with the shortest payback. Although energy efficient lighting is both technically and economically viable, its uptake has been lower than expected. The phase-out plan for inefficient lighting therefore seeks to ensure that only energy efficient equipment is available on the market, while energy inefficient lighting equipment is eliminated.; Protection of the environment; Quality requirements; Cost saving and productivity enhancement

1 July 2022 – an electrical lamp which emits less than 25 lumens per watt will be prohibited

1 January 2023 – an electrical lamp which emits less than 40 lumens per watt will be prohibited

1 July 2023 – an electrical lamp which emits less than 55 lumens per watt will be prohibited
