UNITED STATES – CERTAIN
MEASURES ON STEEL AND ALUMINIUM PRODUCTS
REQUEST TO JOIN CONSULTATIONS
Communication
from Mexico
The following communication, dated 30 August 2018, from
the delegation of Mexico to the delegation of the United States, and the
delegation of Turkey, is circulated to the Dispute Settlement Body in
accordance with Article 4.11 of the DSU.

I
have been instructed by my authorities to inform you that Mexico has a
substantial trade interest in the request for consultations by Turkey in United States – Certain Measures on Steel
and Aluminium Products (DS564).[1]
Mexico
has a systemic interest in participating in the consultations, in view of their
very purpose, the covered agreements involved, and also because it is one of
main exporters of such products to the United States.
In
2017, Mexico exported to the United States steel products subject to the
measure with a total value of US$2,509.3 million and aluminium products
subject to the measure with a total value of US$262.2 million, and
Mexico is one of the main exporters to the United States of products in both
sectors. For the above reasons, the measures at issue complained of by Turkey
also apply to certain imports of steel and aluminium products from Mexico.
Accordingly,
Mexico hereby notifies its wish to be joined in the above‑mentioned
consultations, owing to its substantial trade interest therein, pursuant to
Article 4.11 of the Understanding on
Rules and Procedures Governing the Settlement of Disputes.
I
therefore look forward to receiving confirmation of acceptance of this request,
as well as advice regarding the date and venue for these consultations.
