Communication
from Ukraine
The following communication, dated 19 January
2017, from the delegation of Ukraine to the delegation of Japan, the delegation
of India and to the Chairperson of the Dispute Settlement Body, is circulated
in accordance with Article 4.11 of the DSU.

Pursuant to Article 4.11 of the
Understanding on rules and procedures governing the settlement of disputes,
Ukraine hereby notifies the Government of the Republic of India, the Government
of Japan, and the Dispute Settlement Body that, in light of the substantial
trade interest of Ukraine, it desires to join the consultations requested by
Japan in a communication circulated to WTO Members on 9 January 2017
(WT/DS518/1, G/L/1172, G/SG/D49/) entitled India – Certain Measures
on Imports of Iron and Steel Products.
Ukraine has been historically a reliable and regular
supplier of the products at issue to Indian consumers. Four Ukrainian producers
were among the known exporters defending their interests within the safeguard
investigation concerning imports of "Hot-rolled flat products of non-alloy
and other alloy steel in coils of a width of 600 mm or more". Therefore,
Ukraine is highly interested in supplying the products concerned to India.
Along with this, Ukraine raised the issue of Indian safeguard measures on steel
products during the last two sessions of Committee on Safeguards. Accordingly,
Ukraine has substantial interest in consultations on the safeguard measures
applied by India on imports of certain steel products and the investigation
that led to the imposition of those measures.
Ukraine looks forward to being informed of the date
and venue of the consultations.
