Description of content: Ireland intends to adopt national measures to cover mandatory
origin labelling of fresh, chilled and frozen non pre-packed cuts of meat of
swine, sheep, goats and poultry. The legislation will require Food Business
Operators (FBOs) to clearly show the "country of rearing" and
"country of slaughter" of any of the above products at either the
point of presentation, point of sale or the point of supply. FBOs may, where
they can prove to the competent authority that the meat referred to has been
obtained from animals born, reared and slaughtered in one single Member State
or third country, present the "origin" of the meat as (name of
single Member State or third country).
The national
measures require that where a FBO provides another FBO with meat, information
relating to the meat is transmitted to the FBO receiving the meat in the
manner prescribed in the national measures, in order to enable, when
required, the provision of mandatory food information to the final consumer.

Objective and rationale, including the
nature of urgent problems where applicable: European Commission implementing Regulation (EU) No. 1337/2013
lays down rules for the application of Regulation (EU) No. 1169/2011 as
regards the indication of the country of origin or place of provenance for
fresh, chilled or frozen meat of swine, sheep, goats and poultry.
The
proposed national measures build on these rules. Under Article 44 of
Regulation (EU) No. 1169/2011, a Member State may adopt national measures
requiring FBOs to indicate the country of origin or place of provenance of
non-prepacked foods offered for sale or supply to the final consumer or
another FBO.
