Communication from Costa Rica

            The   following   communication,   dated  26  April  2001,  from  the  Permanent   Mission   of

Costa Rica to the Permanent Mission of Chile, the Permanent Mission of Colombia and to the Chairman of the Dispute Settlement Body, is circulated in accordance with Article 4.11 of the DSU.

            The Government of Costa Rica hereby requests to be joined in the consultations requested by Colombia concerning the safeguard measures applied by Chile to sugar (document WT/DS230/1 replacing document WT/DS228/1).

            This request is made pursuant to Article 4.11 of the Understanding on Rules and Procedures Governing the Settlement of Disputes, Article XXII of the General Agreement on Tariffs and Trade (GATT) 1994, and Article 14 of the Agreement on Safeguards.  Costa Rica has a substantial and systemic interest in this case.
