            I am pleased to send you a copy of my Arbitration Award in  United States – Anti-Dumping Act of 1916, WT/DS136/11, WT/DS162/14, pursuant to Article 21.3(c) of the  Understanding on Rules and Procedures Governing the Settlement of Disputes.  It will be circulated to the Members of the WTO later today.  It is a confidential document until its circulation.
