            It is my honour to transmit to you my Arbitration Award in Indonesia - Certain Measures Affecting the Automobile Industry, pursuant to Article 21.3(c) of the Understanding on Rules and Procedures Governing the Settlement of Disputes.  It will be circulated to the Members of the WTO in all three official languages on Monday, 7 December 1998, and it is a confidential document until that date.
