3.13 Support for Establishment of Environmentally and Economically
Sustainable Fisheries
This program includes supporting mitigation
of damage from natural and economic disasters. The notification notes that
fishing permit and license systems ensure there is no increase in overall
fishing capacity.
Question 1
Could Japan clarify whether this capacity is
assessed on a fishery basis?
Reply:
Yes. In Japan's
fishing permit and license systems, capacity is assessed and controlled on a
fishery basis.
Question 2
What base line is used following natural or
economic disasters?
Reply:
Fishing capacity (e.g., number
of vessels and gross tonnage of vessels) just before natural or economic
disasters is used as base line.
