Background paper by the Secretariat[1]
Revision
The main updates captured in this revised
version compared to the previous one[2]
are as follows:

Section 1 – EXPORT
SUBSIDIES: Colombia, South Africa and the United States'
updated tables and corresponding charts in Section 1.2.1 Notified budgetary
outlays and quantities for cotton (Table ES:1);
·
Section 2 – DOMESTIC
SUPPORT:
o
Brazil, Colombia, the European Union, the Russian Federation
and the United States' updated
tables and respective charts in Section 2.1.1. Product‑specific AMS
notified for cotton;
o
Updated Table on Overview
of cotton product‑specific support, current total AMS and value of production
for cotton.

Section 3 – MARKET ACCESS:
o
Updated overview charts showing the evolution of
total imports of cotton with a breakdown between imports from LDCs and from the
rest of the world, in value and quantity and (period 2010‑2020) and updated
overview tables showing total imports of cotton and imports from LDCs in 2020,
in value and quantity, for the 33 Members identified in paragraphs 12 and 13 of
this paper;
o
In Section 3.1 Tariffs, updated table showing
the average and maximum bound and applied duties for the cotton product group
as sourced from World Tariff Profile 2021 and updated individual tariff tables for the following
Members: Bahrain, Kingdom of; Bangladesh;
Brazil; China; Hong Kong, China; India; Kenya; Korea, Republic of; Mauritius;
New Zealand; South Africa; Switzerland; Chinese Taipei; Thailand; and the
United Kingdom.
o China, Colombia, and
the United States' updated tables
and corresponding charts in Section 3.3.3 TRQ quantities and in-quota imports
for relevant cotton-related products;

Section 3.4 – OTHER
NON-TARIFF MEASURES: Three new SPS measures by Brazil.
