Summary of notified Export restrictions and
trade facilitating Measures relating to the covid-19 pandemic
report by the secretariat[1]
Revision
1 Introduction
1. At its meeting of 29 and 30 April 2021, the Committee requested the
Secretariat to prepare a revision of the report "Summary of notified
export restrictions and trade facilitating measures relating to the COVID-19
Pandemic", which summarizes the factual information contained in the
notifications and other communications that have been submitted by Members to
the Committee on Market Access in respect of trade-related measures introduced
in response to the COVID-19 pandemic.
2. As agreed at that meeting[2],
the revised report also incorporates trade and trade-related measures in
relation to COVID-19 that have been compiled by the WTO's Trade Monitoring
Exercise. As a result, this document seeks to compile and summarize the
relevant information on export prohibitions and restrictions that have been
notified by Members under the 2012 Decision on Notification Procedures for
Quantitative Restrictions[3]
(QR Decision), the communications notified by Members to the Committee with
information on trade-facilitating measures, as well as other measures by WTO
Members collected as part of the WTO's Trade Monitoring Exercise and listed in
the "COVID-19: Measures affecting trade
in goods"3.
The revised report takes account of all available information as of 5 October
2021. Annexes 1 and 2 provide an overview of the main elements in the export
restrictions and prohibitions and the trade facilitating measures,
respectively. In addition, the complete list of notifications and
communications to the Committee that have been analyzed in this report is
contained in document G/MA/W/157/Rev.3.
