COMMUNICATION FROM MEXICO

Addendum

The following communication, received on 25 August 2021, is being circulated at the request of the delegation of Mexico.

1.  Pursuant to paragraphs 3(a) and 5(a) of Annex B to the Agreement on the Application of Sanitary and Phytosanitary Measures and Articles 2.9.1 and 10.3.1 of the Agreement on Technical Barriers to Trade, the Government of Mexico hereby reports that the Ministry of the Economy, through the General Directorate of Standards, published the Supplement to the National Quality Infrastructure Programme for 2021, in Spanish, in the Diario Oficial de la Federación (Mexican Official Journal) on 23 August 2021.

2.  The National Quality Infrastructure Programme for 2021 was adopted by the General Directorate of Standards, in its capacity as Executive Secretariat of the National Quality Infrastructure Commission, on the basis of Article 1, subparagraph I; Article 2, subparagraph VIII; Article 3, subparagraph VI; Article 4, subparagraph XIX; Articles 15, 16 and 17; Article 18, subparagraphs II and XVIII; and Articles 19, 22, 23, 29 and 76 of the Quality Infrastructure Law; and Article 36, subparagraphs I, VIII, IX and XII, of the Internal Regulations of the Ministry of the Economy, and includes a list of subjects and proposals for draft Mexican Official Standards, Standards, Mexican Standards, National Measurement Standards and reference materials that are to be developed on a yearly basis. It is a planning, steering, coordination and information instrument for standardization, harmonization and metrology activities at the national level.

3.  All regulations, technical standards and sanitary and phytosanitary measures that are developed, amended or cancelled on the basis of the National Quality Infrastructure Programme and the Supplement thereto will in due course be published in the Mexican Official Journal for public consultation and, where appropriate, notified to the Secretariat of the World Trade Organization, through the Central Registry of Notifications, in accordance with the transparency provisions contained in the Agreement on Technical Barriers to Trade and the Agreement on the Application of Sanitary and Phytosanitary Measures, respectively.

4.  This communication is being submitted for purposes of transparency and in order to provide Members with further information on the current regulatory process in Mexico.

5.  The National Quality Infrastructure Programme and the Supplement thereto are available for consultation, in Spanish, at: Mexican Official Journal.
