Corrigendum
Due to a technical error, a part of a sentence in paragraph 6 has been omitted.
On page 2, paragraph 6, the sentence, "However, it is achieved immediately." should read: "However, it is recognised that the objective of full and immediate traffic rights liberalisation is unlikely to be achieved immediately.".
