REQUEST TO JOIN CONSULTATIONS
Communication from Mexico
The following communication, dated 29 July 2016, from the delegation of Mexico to the delegation of China, the delegation of the European Union and to the Chairperson of the Dispute Settlement Body, is circulated in accordance with Article 4.11 of the DSU.
I have been instructed by my authorities to inform you that Mexico has a substantial trade interest in the request for consultations by the European Union in China – Duties and Other Measures Concerning the Exportation of Certain Raw Materials (DS509) (WT/DS509/1).
The products at issue in these consultations are of considerable interest because Mexico is one of the world's leading producers and exporters of the minerals concerned.
In 2015, Mexico was among the ten main producers of graphite, copper and lead; in terms of international trade, it was the number one exporter of lead, with exports totalling US$1,415 million. That same year, it was among the ten leading exporters of copper, antimony and tantalum.
In view of the above, Mexico hereby notifies its wish to be joined in the consultations in accordance with Article 4.11 of the Understanding on Rules and Procedures Governing the Settlement of Disputes. We look forward to receiving confirmation of acceptance of this request, as well as advice regarding the time and venue for these consultations.
