Proposed Initial List of Environmental G oods Submitted by the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu I. Introduction In paragraph 31(iii) of the Doha Ministerial Declaration, Ministers instructed delegations to negotiate on “ the reduction or, as appropriate, elimination of tariff and non-tariff barriers to environmental goods and services. ” Members have since agreed to carry out the tariff and non-tariff negotiations on environmental goods in the Negotiating Group on Market Access for Non-Agricultural Products (NAMA) and called on the Special Session of the Committee on Trade and Environment to the definition of and appropriate categories for environmental goods . T he lack of an internationally agreed definition of environmental goods, h owever, prevents delegations from reaching a possible consensus on it.
