This study focuses on the regulatory mechanisms adopted by various countries in the recent years to protect critical technologies, with the aim of safeguarding national security and economic security. Firstly, the study examines the foreign investment screening mechanisms of the United States, the European Union, Germany, Japan, and South Korea. It reveals that all five nations have amended legislation within the last five years.


Progress in promoting friend-shoring in the U.S.

On September 10th of this year, the United States officially elevated its relationship with Vietnam to a “comprehensive strategic partnership,” while initiating the “North American Leaders’ Summit” and the “U.S.-Mexico High-Level Economic Dialogue” with Mexico. The United States plans to enhance supply chain cooperation with Vietnam and Mexico in semiconductors, critical minerals, clean energy, and healthcare. Vietnam was chosen by the United States for friendshoring primarily due to due to considerations such as its geostrategic importance, low cost of living, abundant labor force and natural resources, as well as Vietnam’s participation in many important FTAs.

Taiwan’s most urgent task is economic de-risking to mitigate China’s economic threats, which always occur during election run-ups. Meanwhile, to allay China’s economic intimidation, Taiwan must further collaborate with the US, Japan and other G7 countries. As for joining the CPTPP, Taiwan should call out China’s move to CPTPP members, who would agree that what Beijing has done goes against the values and spirit of the trade agreement.

Facilitating Partnership in Digital Healthcare: Areas and Models of Collaboration between Taiwan and Japan, the US, South Korea, Australia, Malaysia, New Zealand, and Thailand

The study began with an analysis on the current development of digital healthcare sector in Taiwan from the perspective of different stakeholders and industry players, followed by an investigation on digital healthcare priorities for both the public and private sectors in seven APEC economies, which include the US, Japan, South Korea and four target countries in Taiwan’s New Southbound Policy—Malaysia, Thailand, New Zealand, and Australia. The study aims to identify the key areas and development models for digital healthcare in Taiwan and APEC economies. The findings indicate the following: 1) the US boasts a more advanced digital health system and regulatory framework, which could serve as a model for APEC economies; 2) the Covid-19 pandemic has accelerated the development of telehealth in APEC economies; 3) Taiwan has competitive advantages in several AI-enabled data/medical imaging applications; 4) Japan, Thailand, and Malaysia have implemented different levels of robot solutions in digital healthcare; and 5) a regional pattern, characterized by integration of existing online consultation platforms, has been observed across the New Southbound countries, a result driven by the pandemic.


Improving the Trade Remedy System: An Analysis for Taiwan

The research selected the US, EU and India—three WTO members with active use of anti-dumping (AD) measures—as case studies, and analyzed the structure of their trade remedy authorities, pre-investigation work, investigation procedure, as well as whether the number of initiations and measures imposed are corelated. A closer look into the trade remedy actions by the US (728 investigations, 502 measures, successful application rate: 69%), the EU (521 investigations, 332 measures, successful application rate: 63.7%), and India (972 investigations, 706 measures, successful application rate: 72.6%) indicates that India comes out top among the three. A separate trade remedy analysis reveals that the number of initiations and use of AD measures by India have exhibited year-over-year growth, while the figures for the US have remained at the same level. In comparison, a decreasing trend year by year has been observed for trade remedy actions by the EU. Nevertheless, after reviewing the development of AD regulations across these countries, the study observed no distinct corelation between the initiation procedure and frequency of AD measures, whose application remains largely dependent on the administrative discretion in the investigation procedures of the competent authorities.


Analysis on the Global and Bilateral Economic and Trade Policies of the New US Administration

On January 20, 2021, Joe Biden was sworn in as the 46th president of the United States. After entering the White House, Mr. Biden moved quickly to implement an expansive agenda covering topics from the coronavirus, national security, industry competitiveness, to sustainable development, while instructing the National Security Council to overhaul all policies and measures concerning China during the Trump administration. Through tracking key developments of the Biden administration’s economic and trade policies, and comparing them with those of the Trump administration, the current project aims to analyze the degree of Trump-to-Biden policy continuity.
