The Impact of Technological Development on Global Trade Structure and Implications for Economic and Trade Policies

Abstract: This study aims to explore the feasibility of three different emerging technologies (including blockchain, artificial intelligence, and the Internet of Things) in improving bottlenecks within international trade supply chains. In addition, in response to the needs of Taiwan's policies, this study particularly emphasizes the research on blockchain. Apart from addressing the feasibility of improving supply chain bottlenecks, the study also investigates its potential applications in other trade sectors and its implications for the participation of micro, small, and medium-sized enterprises (MSMEs) in international trade and the promotion of focus areas in the APEC Internet and Digital Economy Roadmap. The research methodology primarily involves literature review (including secondary data collection), field interviews, and hosting seminars. US Economic and Trade Policies: Impact and Challenges for Taiwan-US Economic and Trade Engagement

A Study on Recent Key Trade Issues for OECD

The key issues that OECD discusses and addresses tend to shape the future of global economy. Identifying the critical trade issues for OECD in recent years, therefore, provides informative insights into the future global economic and trade landscape. The study focuses on five key trade issues for OECD in recent years: industrial subsidies, fossil fuel subsidy reform, state-owned enterprises (SOEs), trade and environment, and conflict minerals and rare earths, and examines key interest areas under each topic, while exploring the policy implications for Taiwan to deepen its participation in the global governance system.


Improving the Trade Remedy System: An Analysis for Taiwan

The research selected the US, EU and India—three WTO members with active use of anti-dumping (AD) measures—as case studies, and analyzed the structure of their trade remedy authorities, pre-investigation work, investigation procedure, as well as whether the number of initiations and measures imposed are corelated. A closer look into the trade remedy actions by the US (728 investigations, 502 measures, successful application rate: 69%), the EU (521 investigations, 332 measures, successful application rate: 63.7%), and India (972 investigations, 706 measures, successful application rate: 72.6%) indicates that India comes out top among the three. A separate trade remedy analysis reveals that the number of initiations and use of AD measures by India have exhibited year-over-year growth, while the figures for the US have remained at the same level. In comparison, a decreasing trend year by year has been observed for trade remedy actions by the EU. Nevertheless, after reviewing the development of AD regulations across these countries, the study observed no distinct corelation between the initiation procedure and frequency of AD measures, whose application remains largely dependent on the administrative discretion in the investigation procedures of the competent authorities.


Analysis on the Global and Bilateral Economic and Trade Policies of the New US Administration

On January 20, 2021, Joe Biden was sworn in as the 46th president of the United States. After entering the White House, Mr. Biden moved quickly to implement an expansive agenda covering topics from the coronavirus, national security, industry competitiveness, to sustainable development, while instructing the National Security Council to overhaul all policies and measures concerning China during the Trump administration. Through tracking key developments of the Biden administration’s economic and trade policies, and comparing them with those of the Trump administration, the current project aims to analyze the degree of Trump-to-Biden policy continuity.


Economic Recovery and Growth in the Post-pandemic Era: Key Issues for the World

This study compiles the short-term and medium- to long-term strategies for global economic recovery and growth in the post-pandemic era proposed by four international economic and trade organizations and fora, namely WTO, APEC, G20, and OECD. An analysis on four critical issues—supply chain resilience, green recovery, digital economy, and inclusion—is conducted to identify global trends and key areas of focus. By reviewing the positions and policy development of major economies, such as the US, EU, and Japan, this study offers suggestions on Taiwan’s stance in future WTO and APEC deliberations, as well as policy recommendations, which are presented as follows.


Aquatic Product Trade: Major Exporters Worldwide and Taiwanese Government’s Management System

In Taiwan, aquatic product trade is co-managed by a host of competent authorities in agriculture, sanitation, and trade and economy. As such, in addressing the requests of importing countries, a cross-departmental collaboration mechanism is often initiated to deliberate on a case-by-case basis, and to define the task of each participating department in assisting the industry to respond to such requests. However, the requirements of each importing country vary, and a case-by-case, cross-departmental collaborative approach not only is time-consuming, but could mean missed export opportunities for Taiwan, while creating huge burden on the entire administrative system.


Disparity in Robotic Regulations between Taiwan and the EU: Impact on Taiwan’s Market Entry Strategy

In an effort to address the emerging security risks posed by the use of Artificial Intelligence (AI), the European Union has been developing the “Artificial Intelligence Act” since 2021. The proposed act aims to regulate AI applications through a risk-based approach, featuring pre-market requirements and post-market surveillance for high-risk AI systems. Phase I of the present study presents an overview of the draft AI Act, followed by an impact assessment for the relevant domestic sector.


An Analysis of Carbon Border Adjustment Measures (CBAM) in Different Countries

The present study examines the EU’s application of Carbon Border Adjustment Measures (CBAM) to imported products at high risk of carbon leakage according to the initial CBAM proposal issued by the European Commission on July 14, 2021, and explores the issue of WTO consistency based on the CBAM obligations. Building upon such results, an impact assessment of the EU’s adoption of CBAM on Taiwan was conducted, and recommendations were made to help inform the government’s strategies in response.


An Analysis of 32 International Arbitration Cases in Canada: Types of Measures, Points of Law and Arbitral Awards

In January 10, 2022, Taiwan and Canada announced the initiation of exploratory discussions on a possible Foreign Investment Promotion and Protection Arrangement (FIPA). In the present study, a number of international arbitration cases with Canada as a respondent were analyzed to inform Taiwan’s negotiation strategy and facilitate bilateral talks.
