This
study compiles the short-term and medium- to long-term strategies for global
economic recovery and growth in the post-pandemic era proposed by four
international economic and trade organizations and fora, namely WTO, APEC, G20,
and OECD. An analysis on four critical issues—supply chain resilience, green
recovery, digital economy, and inclusion—is conducted to identify global trends
and key areas of focus. By reviewing the positions and policy development of
major economies, such as the US, EU, and Japan, this study offers suggestions
on Taiwan’s stance in future WTO and APEC deliberations, as well as policy
recommendations, which are presented as follows.
1. Supply Chain Resilience
The
COVID-19 pandemic has drawn the world’s attention to the importance of supply
chain resilience, which has become a key issue for international organizations
since 2020, with particular focus on three major topics, including the resilience
of essential supply chains, the supply chain risk management and assessment
framework, and the promotion of smooth trade. For Taiwan’s economy is highly
dependent on the global supply chain, it actively participates in and supports
WTO and APEC initiatives. Supply chain resilience also features significantly in
the Taiwan-US bilateral dialogue.
2. Green Recovery
The
issue of climate change has received increasing attention worldwide. In the post-pandemic
era, international organizations have called for nations to balance economic
growth and environmental sustainability. The study puts emphasis on net-zero
carbon emissions, green trade, and circular economy. Even though these issues
have been discussed among the international community for a while, they are now
re-drawing attention as the world gears up for the post-pandemic economic
recovery. Taiwan shores up the global trend of green sustainability in terms of
promoting the development of green industry, which aligns with the advanced
countries’ policies, while actively engaging in multilateral environmental
negotiations and initiatives under WTO, as well as related APEC discussions.
3. Digital
Economy
Achieving
fair and inclusive economic growth in the post-pandemic era through digital
economic development is one of the key concerns discussed by the international
organizations. Under this context, the study focuses on three major issues:
digital divide and emerging technologies, international rules for digital economy,
and cybersecurity. Having been announced recently, Taiwan’s digital economy
policies are fully aligned with the current global trends.
4. Inclusion
The
progress on the UN Sustainable Development Goals (SDGs) is faced with challenges
due to COVID-19. Now, with less than a decade left to achieve the 2030 agenda,
the international community is considering to accommodate the inclusive
perspectives into the implementation as the rouitne of developing policy
measures. The study investigates micro, small and medium-sized enterprises
(MSMEs), women and workforce, and development issues that address the rights of
developing and under-developed countries. SDGs function as one of the key
pillars in Taiwan’s national development plans. The government has extensive
experiences in formulating SME related policies, and is committed to gender
equality and labor rights.
