COMMUNICATION FROM GABON

Addendum

The following communication, dated 15 December 2015, is being circulated at the request of the delegation of Gabon.

The Permanent Mission of Gabon to the United Nations Office at Geneva and at Vienna, to the WTO and to other international organizations in Switzerland has the honour to submit the report on the conclusion of the negotiations under Article XXVIII of the GATT 1994 for the modification of tariff concessions provided for in Schedule of Concessions XLVII.

 

On 3 October 2013, Gabon informed the WTO of its intention to enter into negotiations under Article XXVIII:4 of the GATT 1994 with a view to the modification of concessions contained in its Schedule of Concessions XLVII as a result of the application of the CEMAC Common External Tariff (CET) (document G/SECRET/36). At the meeting of the Council for Trade in Goods of 18 October 2013, the Council agreed that Gabon should be allowed to begin this process.

 

Gabon provided additional information on the modification of its tariff concessions under Article XXVIII of the GATT to a number of Members and entered into negotiations and consultations with Members that expressed an interest in this regard. As a result of the negotiations, Gabon concluded and secured an agreement with Thailand and China. Consultations were held with Argentina, Japan, the United States and the European Union.

 

Pursuant to paragraph 5 of the Guidelines on Procedures for Negotiations under Article XXVIII (documents C/113 and Corr.1 of 10 November 1980), Gabon has the honour to submit herewith the following documents:

 

(i)      Joint letters on the conclusion of the bilateral negotiations with Thailand and China, which include a report setting out the results of those negotiations on the lines of the model in Annex B referred to in paragraph 5 of the Guidelines; and

 

(ii)     A final report, drafted along the lines of the model in Annex C referred to in paragraph 6 of the Guidelines, as required upon completion of all the negotiations under Article XXVIII:4.

The delegations of Gabon and Thailand have concluded their negotiations under Article XXVIII for the modification of concessions provided for in Schedule XLVII as set out in the report attached.
