World Trade Organization TN/S/37 29 November 2011 (11-6245) Council for Trade in Services Special Session Preferential Treatment to Services and Service Suppliers of Least-Developed Countries Report by the Chairman, Ambassador Fernando de Mateo Members of the Special Session of the Council for Trade in Services have been pursuing the development of a waiver mechanism to allow the extension of preferential treatment to services and service suppliers of LDCs. This has been in accordance with the Modalities for the Special Treatment for Least-Developed Country Members in the Negotiations on Trade in Services (TN/S/13), and the guidance provided by Ministers in Annex C of the Hong Kong Ministerial Declaration for developing appropriate mechanisms for according special priority to LDCs. Work in the Special Session and informal consultations in a small group led by Norway has been continuing toward that objective. A recent intensification of that work has
