            The following communication, dated 5 November 2010, is being circulated at the request of the delegations of the European Union, Mauritius, Sri Lanka, Ukraine and the United States.

COVER NOTE

            Co-sponsors are continuing to discuss the comments Members have raised regarding paragraph 2 of this proposal and the best way to address them.  We look forward to providing a revision of paragraph 2 for the coming NAMA weeks.  In addition, in light of on-going discussions on transparency provisions in the context of other proposals, co-sponsors have not yet revised paragraphs 8 and 9 of this proposal.  As Members move closer to reaching consensus in those discussions, co‑sponsors look to revise paragraphs 8 and 9 for consistency to the extent possible.
