report (2003) of the working group on transparency in
government procurement to the general council
INTRODUCTION
In the year 2002, the Working Group continued its work under the Chairmanship of Ambassador Ronald Saborío Soto (Costa Rica) pursuant to the mandate provided in the Singapore Ministerial Declaration and paragraph 26 of the Doha Ministerial Declaration (WT/MIN(01)/DEC/1). Paragraph 26 reads as follows:
26. Recognizing the case for a multilateral agreement on transparency in government procurement and the need for enhanced technical assistance and capacity building in this area, we agree that negotiations will take place after the Fifth Session of the Ministerial Conference on the basis of a decision to be taken, by explicit consensus, at that Session on modalities of negotiations. These negotiations will build on the progress made in the Working Group on Transparency in Government
