Prior to the adoption of the agenda, the Chairman welcomed participants to the fourteenth formal meeting of the Special Session and said that this was the first meeting of the Special Session since the Cancún Ministerial Conference. He
recalled that the General Council had agreed on 24 July 2003 that the time-frame for completion of the work was to be extended by one year, until May 2004 and that further work should build on the Chairman's text of 28 May 2003 and proposals put forward by Members.
