by the Bureau of Foreign Trade, Ministry of Economic Affairs of Taiwan, the
present study focuses on four global policy commissions under the International
Chamber of Commerce (ICC), namely the Commercial Law and Practice Commission,
Digital Economy Commission, Trade and Investment Commission, and Customs and
Trade Facilitation Commission, and aims to examine key topics discussed in the
past three years, the recent issues of interest, ICC meeting rules and (despite
limited information available) main proposal topics. Models of ICC
participation among major countries in the Asia-Pacific region (China, Japan,
Singapore) were also compared, and Taiwan’s current participation reviewed,
with suggestions proposed accordingly.
The study
consists of seven parts, including: 1) research background; 2) introduction of
ICC; 3) key topics for meetings and relevant discussions at the four ICC global
policy commissions in the past three years (2018 to 2020); 4) analysis of three
key topics: digital economic transformation, SMEs, and the global supply chain during
the COVID-19 pandemic; 5) the participation models of major countries in the
Asia-Pacific region, including China, Japan, and Singapore; 6) the current
status and challenges of Taiwan’s participation in the ICC; and 7) suggestions
for Taiwan to enhance ICC participation. The data used for the study was
collected up to November 2020 and covers official statements from the ICC,
important meetings, and external cooperation. In addition, two expert
symposiums were conducted, and a sharing session on major ICC topics was
organized through the support of the Chinese International Economic Cooperation
Association.
