II.
Conclusions and Recommendations
In
the study, a comparative analysis was conducted on the policy directions of the
Trump and Biden administrations, and produced the following findings: 1. Both
administrations recognize that economic security is national security, and the
Biden administration has put more emphasis on fostering domestic technological innovation
and advances. 2. Supply chain restructuring and reshoring is key for both
administrations, with President Biden, previously during the campaign trail,
advocating to build critical and strategically important supply chains at home,
or to partner with trusted allies and friendly countries. 3. The Biden administration
is likely follow its predecessor's confrontational posture toward China in
technology, but may make some adjustments. 4. Both Washington and Beijing may
seek ways to coexist and cooperate. While President Biden has acknowledged the
issue of China’s thefts of technology and know-how, he also believed the US
should address the differences and conflicts with China together with other
allies. 5. The US’ Indo-Pacific strategy is expected to remain unchanged, with
India becoming increasingly important. The Biden campaign team has clearly
stated that the US should continue to be a crucial stakeholder in the
Indo-Pacific region, dedicated to freedom of navigation and strategic
cooperation with existing American allies. 6. President Biden embraces
multilateralism, which helps drive a WTO reform effort (though the goal remains
unclear), and it remains to be seen whether the US will rejoin the CPTPP.
III.
Policy Recommendations
The
study makes four policy recommendations for the Taiwan government: 1. Both the Biden
and Trump administrations have advocated for supply chain restructuring, a
stance beneficial for deepening Taiwan-US economic and trade ties. 2. The US’
Indo-Pacific strategy may complement Taiwan's New Southbound Policy. 3. New
energy and trusted information and communication technology are promising areas
for future bilateral collaboration. 4. The government should consider greater
resource investment to strengthen relations with India, in response to the US’
Indo-Pacific strategy.
